Level/Salary Range: $80,000 + DOQ
Job Summary
The Hazmat Estimator – Project Manager will be responsible for safely fulfilling sales goals and profitability metrics as assigned by the administration of the company. This includes but is not limited to, customer development, preparation of financially responsible project estimates and management of unit-based price structures. The Hazmat Estimator – Project Manager will safely direct production of the Hazardous Materials Emergency Response operations of the company, collaborating closely with the Superintendents to help determine policy, production flow, staffing, scheduling, and procedures to enable the business to run efficiently while maintaining high levels of quality control and compliance.
The HazMat Estimator – Project Manager is generally responsible for planning, outlining and developing HazMat abatement projects. They design the project goals and success markers, determine how success will be measured and tracked. The HazMat Estimator estimates work by gathering proposals, blueprints, specifications, and related documents. In addition, they use their industry knowledge and knowledge of the various pay scales to estimate labor, material, and time requirements to be able to accurately compute the overall cost of the project. The HazMat Estimator – Project Manager ensures the project remains on time and on budget and helps motivate team members to hit project goals.
Role and Responsibilities
- Oversee the overall profitability of the PARC Hazardous Materials and Emergency Response Division to ensure that established financial goals are met.
- Manage the PARC “24-7” Emergency Response System. This entails managing after-hours calls and response requests 24 hours per day – 365 days per year.
- Establish/verify contractual agreements for emergency response requests prior to crew dispatch.
- Be available for supervisor consultation related to emergency response projects as they move forward to ensure that customer expectations and applicable local, state, and federal regulations are met.
- Provide physical supervision presence on emergency response project sites as deemed necessary.
- Prepare cost estimates and proposals for projects as requested by clients.
- Work in conjunction with Superintendents to manage production schedules and processes to manage workload and continually revise production schedules and priorities based on customer requirements and contract specifications.
- Manage labor and equipment resources in conjunction with the appropriate Superintendent to complete projects in a safe and efficient manner.
- Manage documentation for unit-based price schedule project to ensure accuracy.
- Prepare and submit complete invoice packages to clients as needed.
- Prepare pre-start project documentation job paperwork as needed.
- Manage waste disposal program to ensure that all local, state, and federal regulations are met. This includes preparation of waste profiles to appropriately permitted disposal facilities.
- Participate in the overall compliance of the company with regards to regulated waste disposal.
- Function as a point of contact for regulated waste categorization as it relates to interpretation of laboratory analytical results.
- Provide physical supervision presence on project sites as deemed necessary.
- Administer company policies. Fulfill supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Monitor and maintain quality standards.
- Review and analyze production, quality control, maintenance, and operational reports to determine causes of nonconformity with specifications, operating or production problems and/or to improve job margins.
- Ensure safety of the personnel and compliance with all applicable health and safety regulations.
- Monitor and ensure compliance with OSHA/CalOSHA’s General Industry Standards.
- Monitor and ensure compliance with applicable Labor Laws and Collective Bargaining Agreements.
Skills, Abilities and Experience
Extensive experience in a dynamic job shop environment including quality control systems, management principles and practices, manufacturing processes, equipment, and scheduling.

Education/Training, and Certifications
High School Diploma or equivalent required, College degree preferred.
Valid California Driver’s License with a clean driving record. Must be able to obtain a Commercial License with Hazmat Endorsement within 90-days of hire.
Knowledge of Microsoft Office and working knowledge/experience of operating a computer.
Manager Experience: 3 years strongly preferred.
5 years of Hazardous Materials Emergency Response experience strongly preferred. Scan” background check required by DTSC and the Department of Justice.
Construction experience: 3 years strongly preferred.
Must be able to pass the “Live Scan” background check required by Department of Justice and other various government agencies.

The noise level in the work environment is usually moderate, but can be loud depending on other equipment being operated in the vicinity.
